Dr. A K M Nuruzzaman is son of Late Abul Basher Talukder (Former Police Officer of East Pakistan Police Services) and Noorjahan Begum. He comes from a respectable Muslim family who is presently working as Commissioner, Customs, Excise & VAT Commissionerate, Dhaka (East) under NBR, IRD, and Ministry of Finance. He was born at Shouldubi, PS-Sadarpur/Nagarkanda in Faridpur district (Former Mukshedpur, Gopalgonj-Maternal Grandfather House). He is married in personal life and has one son and one daughter. His father Late Abul Basher Talukder was not only a former police officer from East Pakistan Police Services but also one of the most educated person in the subcontinent during the British regime. His father passed IA from Barishal BM College with First Division (First) in 1943 and passed BA from Kolkata St. Paul’s Cathedral Mission College with Distinction in 1945. Among the seven brothers & sisters, Dr. Nuruzzaman is the youngest. One of his elder sisters named Mrs. Rawshonara Akter is presently working as Commissioner of Taxes, Dhaka under NBR, IRD, Ministry of Finance.
Dr. Nuruzzaman completed M.Com (Management) from University of Dhaka in 1991. Later, he obtained MBA, Major in Marketing under the Faculty of Business Studies from University of Dhaka with an outstanding CGPA of 3.98 on a scale of 4.00. Another milestone achievement of his career is that he obtained Ph.D in Economics (International Trade).
He started his career as an Assistant Commissioner in Customs, Excise & VAT under NBR, IRD, Minisry of Finance in April, 1994 as a member of 13th Bangladesh Civil Service (Customs & Excise). In recent past, he worked as Commissioner, Customs House (ICD), Kamalapur, Dhaka, Additional Commissioner, Customs Bond Commissionerate, Dhaka, Joint Commissioner, Customs, Excise & VAT Commissionerate, Dhaka(South), Joint Commissioner, Customs, Excise & VAT Commissionerate, Jessore, Joint Commissioner, Mongla Customs House, Khulna and as Deputy Commissioner/Assistant Commissioner in various field offices of NBR. He has experience of more than twenty one years in the field of Customs & VAT.
Apart from glorious academic career, he has participated in some professional training both local and international.
He attended the “National Workshop on the WTO Valuation Agreement and Post Clearance Audit” organized by WCO, Japanese & Bangladesh Customs Administration held in Dhaka on 20-24 March, 2006.
He successfully completed local training on “Harmonized Commodity Coding and Description System” organized by PSI agency Intertek held in Dhaka on 8-12 December, 2006.
He attended the “Workshop on Trade Facilitation & Customs Valuation” organized by Bangladesh Foreign Trade Institute held in Dhaka on 9-12 February, 2009.
He successfully completed an international training program on “Selected Courses in Information Technology for NBR-Bangladesh” held in Bangkok, Thailand on 20 July-13 October, 1995.
He successfully completed training on “Valuation, Post Clearance Audit & HS Code” held in Shanghai, China on 17-28 July, 2006 organized by PSI agency Cotecna, Inspection SA.
He successfully completed training on “Post Clearance Audit Technique” held in Tokyo, Japan on 2-8 August, 2010 organized by PSI agency OM Inspection Company Ltd. (OMIC).
He attended on 13th International Export Control Conference “ Partnerships for Non Proliferation” held in Portoroz, Slovenia on 7-9 May, 2012 jointly organized by the Government of Slovenia, the European Union & the US Government.
He successfully completed training on “Valuation of CR Sheet Related Goods Investigation” held in Toronto, Canada on 18 -24 November, 2012 organized by PSI agency Intertek
He also attended 10th Joint Group of Customs (JGOC) meeting between Bangladesh & India held on 5-6 February, 2015 in New Delhi, India.
